PDF accessibility requirements in Europe

Start with the requirements that apply to your organisation and the way the document will be used.

Identify the applicable requirements

Different rules apply to different organisations, products and services. The European Commission provides guidance on the Web Accessibility Directive and the European Accessibility Act. National authorities explain implementation in each country.

Standards and delivery scope

PDF/UA addresses accessible PDF structure. WCAG and EN 301 549 cover related accessibility requirements. The standard service has a fixed scope and does not include a separate assessment of your legal obligations or procurement terms.

Evidence for your publication

Keep the original, delivered PDF and check report together. Review any remaining limitations before publication. A technical result alone is not a legal assessment of your organisation.
