PDF/UA stands for Universal Accessibility. PDF/UA-1 is tied to ISO 32000-1, which specifies PDF 1.7. It addresses matters such as making document information available through structure and textual representation. It does not prescribe one application or production method.
A PDF/UA declaration in file metadata means someone claims conformance. The declaration does not test the content.

Follow a simple report through its components. The document title should be meaningful. A heading needs to be represented as a heading and a paragraph as a paragraph. Characters need a usable textual representation even when their font draws them unusually. An informative image needs a useful text equivalent. A table needs cells associated with the appropriate headers.
These components depend on each other. Correct table headers cannot rescue numbers with unusable text representations. Conversely, readable numbers inside a table tagged as one image do not provide cell-by-cell navigation. Follow the information from page content through structure to assistive technology.
Headers, decorative rules and recurring page furniture also need deliberate treatment. Not every visible mark needs its own place in the reading sequence. But important information must not be hidden as decoration simply to remove an error. A unique warning in a footer remains a warning, however small it is.
Before
An image containing important safety instructions has the alternative text Image.
After
Describe the instruction conveyed by the image and check its accuracy.
Why this works A tool can detect missing alternative text. Judging whether the text is useful requires understanding the image and its context.
An export checkbox labelled “tagged PDF” is a starting point. Export can create structure but cannot reliably infer the author’s intention. If an editor used a heading style simply to enlarge an amount, the exporter may produce a heading for that amount. It followed the source, but the source’s semantics were wrong.
Inspect a representative sample immediately after export. Does the heading list match the report’s outline? Do list items form actual lists? Does each table value have the correct headers? Distinguish these questions from technical failures a validator can locate, and bring both kinds of findings into one correction list.
Keep the final file and its reports together. If the report covers revision 3 and someone subsequently adds an appendix, assess the new whole. A PDF/UA identifier in the properties does not automatically become valid evidence of review after editing.
- Specify the standard version in the brief.
- Request a validation report naming the tool, version and profile.
- Request content review and practical testing results as well.
- Bind the reports to the delivered file, preferably using SHA-256.
Contrast, clarity and applicable legal requirements need their own assessment. Do not turn a PDF/UA test into a claim that every WCAG requirement or every law has been satisfied.
